Born on August 11, 1968 in Kiev (Ukraine).

Received higher education in Institute of International Relations

of Kiev National University after Taras Shevchenko

on a specialty - "international law."

Holds Ph. D.of Public Administration, dissertation topic — «Management of social-economic system of big city». The subject of his scientific inquiry is the legislative support of Ukraine’s transition to sustainable, environmentally safe development.

Since 1990, engaged in business in the field of media, development and innovative technologies.

Since 1997 — president of International Public Organization «International Congress «Zlagoda».

Vladimir Kosterin initiated creation of Institute of Legislation of Yaroslav the Wise and Institute of Sustainable Development of Volodymyr Vernadsky.

2003-2011 years. Chairman of the Supervisory Board of the TV channel "Tonis" (the first "green" channel of Ukraine).

In 2008 Razumkov Centre presented the results of the survey, which showed high dynamics of support of Green ideology in Ukraine (about 50% of the population evenly across regional and age indicators).

2006–2008 President of Boxing Federation of Ukraine.

In September that year by the decree of the President of Ukraine, Vladimir Kosterin as President of FBU was awarded with Order of III-degree for high achievements of FBU team at the Olympic Games in Beijing (China).

Since 2007 member of the Board of Trustees of the National social project of the International Charity Fund "Ukraine 3000" «Children’s Hospital of the future»

In September 2007, initiated an annual Kiev International Environmental Forum (KIEF).

Since 2008 Vladimir Kosterin member of Board of Trustees of SBI «Special Olympics».

On 16 January established International «Risk Reduction Foundation» in Geneva (Switzerland).

In June 2010, Vladimir Kosterin signed a cooperation agreement with a member of the Club of Rome, Dr. Bohdan Havrylyshyn.

In September 2011, with the initiative of Vladimir Kosterin and president of PACE Mevlüt Çavuşoğlu in the Ukrainian parliament, an international forum «Public-Private Partnership in the Sphere of Risk Reduction — the Basis for the Country’s Competitiveness in the XXI Century», with the participation of the Parliamentary Assembly of the Council of Europe was held.

Since February 2012, member of Board of Trustees of Ukrainian scouting organization «Plast».

In February 2012, under the auspices of the head of «Risk Reduction Foundation» Vladimir Kosterin, in Ukraine presentation of the book of member of the Club of Rome, Gunter Pauli «Blue Economy: 10 Years, 100 Innovations, 100 million jobs." was held.
