Graduated from the Institute of International Relations of the Kyiv national university of Taras Shevchenko, specialty – “international law”. Candidate of Science in Public administration (Academy of public administration under the President of Ukraine).
Since 1990 has been in the banking, development and telecommunications business. Since 1997 – President of the International Public Organization "International Congress" Zlagoda".
The initiator of the creation of public organizations – the Institute of Legislation named after Yaroslav Mudryi and the Institute for Sustainable Development named after Vladimir Vernadsky.
From 2003 to 2011 – Head of the Supervisory Board of the TONIS TV channel (Creative Association of New Information Systems). The media group had a pronounced ecological concept (TV programs "Zelena Varta", "Zhittya" and others).
As the chairman of the Green Party of Ukraine (member of the European Green Party, European Green Party), implemented a number of initiatives related to the formation of environmental culture and human rights protection in Ukraine.
In 2008, the Center of O. Razumkov presented the results of a sociological study that showed a high dynamics of support of Green ideology in Ukraine (about 50% of the population of Ukraine evenly across regions and age indicators).
2006-2008 – President of the Boxing federation of Ukraine.
In September 2008, by the decree of the President of Ukraine, Volodymyr Kosterin was awarded the III-degree order for the victory of the team of the Boxing Federation of Ukraine at the Olympic Games in Beijing (China).
Since 2007, member of the Board of Trustees of the National social project Ukraine 3000 International charitable foundation– Children's hospital of the future (project initiator was Kateryna Yushchenko). As a result of the project, an innovative medical center "NOVO Medical Center" operates in Lviv, charitable actions in the field of medicine and social protection were held in accordance with international standards.
In September 2007, Vladimir Kosterin initiated the Kyiv International environmental forum (KIEF), in which environmentalists, representatives of twenty Eurasian countries and well-known international figures in the field of ecology and science: A.A. Likhotal, Yu.N. Shcherbak, A.V. Yablokov. Since 2008, Volodymyr Kosterin is a member of the Board of Trustees of the All-Union public organization "Special Olympics" (the head of the organization is Academician of the National Academy of Sciences of Ukraine S.V. Komisarenko).
In January 2010, Vladimir Kosterin founded the international Risk Reduction Foundation in Geneva (Switzerland).
In June 2010, a cooperation agreement was signed with a member of the Club of Rome, founder of MYM-Kyiv, famous scientist Bogdan Gavrilishin.
In September 2011, at the initiative of Vladimir Kosterin and President of the Parliamentary assembly of the Council of Europe Mevlut Cavusoglu, the international forum "Public-private partnership in the field of risk reduction – the basis of the competitiveness of states in the XXI century" and representatives of the insurance sector of Ukraine.
Since February 2012 – a member of the Board of Trustees of the Ukrainian scout organization "Plast" and a partner in the program of the Bohdan Havrylyshyn fund "Young people to change the land".
In 2012, under the auspices of the Risk Reduction Foundation in Ukraine, the presentation of the report of the Club of Rome – the book by Gunther Pauli “Blue economy: 10 Years, 100 Innovations, 100 Million Jobs” took place in Ukraine.
In 2013, together with B.D. Gavrilishin and Yu.N. Shcherbak in Ukraine presented the "Referendum-Online" project to popularize the practices of direct democracy and the Swiss experience of local self-government.
Since 2015, the development of a methodology for protecting the constitutional rights of citizens to a safe environment for health and life (environmental law) and the implementation of judicial and legal work with the aim of greening Ukraine.
Since 2016, the Program for the popularization of intellectual sports and the development of the Go federation of Ukraine has been launched (international championships are successfully held and special educational projects for Go-culture in Europe are being held).
In 2016, the launch of a social Internet platform for small and medium-sized businesses "Investgo24" to attract investors to Ukraine.
In 2018, the implementation of the "smart city" project, organization of presentations of Kyiv Smart City in Davos (Switzerland) and Smart Ukraine in Silicon Valley (USA).
Since 2019, he has participated in the development of the reform of the insurance sector in Ukraine, the introduction of the cost-of-living methodology and the improvement of the institutional mechanisms of the road safety policy.
